To implement, manage, monitor assessment standards and ensure quality assurance for all the assessment requirements.
Job description

• Assist the Director: Assessment Assurance.
• To manage and implement the assessment assurance mandate of the QCTO for all qualifications registered on the OQSF and Skills Programmes.
• Assist with the development of policies and procedures related to assessments (including Recognition of Prior Learning) to ensure quality in assessments.
• Provide administrative support and recordkeeping in the Assessment Assurance Domain.
• Manage schedules and planning for assessments.
• Assist in helpline case investigations and resolutions.
• Manage the development of assessment standards for Skills Programmes, and for full and part Qualifications registered on the Occupational Qualifications Sub-Framework.
• Manage the implementation and conduct of external assessments by Quality Partners for External Integrated Summative Assessments (EISAs) for all full and part occupational qualifications.
• Manage the implementation of Final Integrated Supervised Assessments (FISAs) for historical qualifications, as well as for Skills Programmes.
• Ensure standards are adhered to for internal assessments by accredited Skills Development Providers (SDPs).
• Manage learner registrations for External Integrated Summative Assessments (EISA) and for Final Integrated Supervised Assessments (FISAs).
• Capacitate all stakeholders involved in QCTO Assessment processes and EISA readiness (Skills Development Providers, Quality Partners, Assessment Centres).
• Quality assure assessment standards, processes and final instruments.
• Verify final learner achievements for Certification.
• Implement QCTO’s assessment framework and identify areas of non-compliance.
• Oversee collection of required evidence. 
• Evaluate mechanisms and tools for the implementation of Recognition of Prior Learning (RPL).
• Compile required reports.
• Perform and/or manage required monitoring. 
• Monitor queries, complaints and appeals received as well as timeous response.
• Engage with stakeholders on assessment principles and best practice.
• Manage the available resources. 
• Monitor expenditure against the allocated budget.
• Provide employees with the necessary information and resources to deliver on their objectives and meet the quarterly and annual targets of the institution.
• Prepare monthly planning and reports and make presentations as required.
• Have good interpersonal skills, communication skills, ability to work under pressure and as part of a team, be deadline orientated, have good planning skills and time management.
• Perform any other duty that may be reasonably assigned by the Director and Chief Director in the Unit.
• Positively support the implementation of all management decisions and operate within the policies, procedures and rules of the QCTO.

Minimum requirements

A recognised minimum three (3) years Occupational Qualification, National Diploma or Bachelor’s Degree in related field (minimum NQF Level 6). Post-Graduate qualification would be an added advantage. A minimum of 3 years’ experience in development and/or implementation of curricula and assessment of outcomes. Minimum 6 years’ relevant experience in a management position of which 3 years’ experience should be in people management and public speaking (facilitating meetings or training). Experience in project management would be an added advantage. Must have a valid driver’s license. Experience in managing resources.

Knowledge Requirements; 

Must have knowledge of Public Service and QCTO mandates and strategies; knowledge of the education system and pedagogy methodology, Post School Education and Training Sector; relevant Government wide legislation, Legislative knowledge and prescripts, e.g. National Qualifications Framework Act, Skills Development Act, National Skills Development Strategy III, South African Economic and Reconstruction Skills Strategy (ERRPSS), QCTO business strategies and goals, QCTO business processes and value chain, QCTO policies, procedures and regulations, and QCTO’s goals and performance requirements.
