To implement, manage, monitor the certification and verification of learner achievements and support Unit objectives
Job description

• Manage the certification of learner achievements process.
• Engage with the Assessment Unit and Quality Partner (QP)/Assessment Quality Partner (AQP) on recommended learners to be certified.
• Ensure verified learner achievement data is received timeously.
• Manage the correct validation of learner achievement data against specific standards or qualifications for trades and occupations as registered on the National Qualification Framework.
• Manage the correct validation of learner achievement data against specific standards for QCTO-approved Skills Programmes. 
• Ensure learner achievement data is being processed on the QCTO certification system.
• Approve recommended learners to be certified.
• Manage the process for secure issuing of certificates and dispatching of issued certificates to the Quality Partner (QP)/Assessment Quality Partner (AQP).
• Ensure learner achievement data is being registered and uploaded onto the National Learners’ Records Database (NLRD).
• Consolidate reports on certificates that have been issued.
• Manage certification invoicing.
• Manage the verification of issued certificates, qualifications and learner results process. 
• Manage the correct authentication of issued certificates, qualifications or learner results on the QCTO Certification System. 
• Sign verification letters for the client.
• Consolidate reports on verifications performed and results of the verification across clusters.
• Manage the investigation of complaints about fraudulent Certificates.
• Manage verification invoicing. 
• Manage systems for the Certification and verification of learner achievements 
• Manage, monitor and report on the centralised certification system for learner achievements.
• Manage, monitor and report on the centralised verification system for learner achievements.
• Monitor alignment of data uploaded on the QCTO centralised certification system and the National Learners’ Records Database. 
• Recommend enhancements and improvements to the centralised certification and verification systems for learner achievements.
• Manage system providers.
• Manage testing of any developments/enhancements on various Certification Systems
• Engage stakeholders 
• Establish and maintain internal and external stakeholder relationships.
• Engage with AQPs and registered verification clients where necessary.
• Engage with Assessment Unit and Quality Partner (QP)/Assessment Quality Partner (AQP) where necessary.
• Manage registered client Service Level Agreements (SLAs).
• Manage public queries regarding certification and verification of learner achievements.
• Manage verification clients 
• Receive request for new client.
• Sign Service Level Agreement (SLA) for client.
• Liaise with Finance Unit to suspend payment defaulting clients

Minimum requirements

A recognized minimum three (3) years Occupational Qualification, National Diploma or Bachelor’s Degree in a related field (minimum NQF Level 6). A minimum of 6 years’ relevant experience of which at least 3 years should be at a managerial level, preferably in areas of certification and verification with knowledge of the Occupational and Trades processes. A valid driver's license. Experience in certification and verification of learner achievements, experience in managing resources.

Knowledge Requirements: 

Knowledge of Public Service and QCTO mandates and strategies. Knowledge of the education system. Knowledge of post school education framework and relevant government wide legislation. Legislative knowledge and prescripts e.g. National Qualifications Framework.
